Estonia Work Visa for Pakistanis 2026: Salary Rules, Process and Timeline
Estonia, the small Baltic EU member known for its digital government, is slowly appearing on the radar of Pakistani job seekers. Unlike some Gulf destinations, there is no "open" work visa: you need a real job offer from an Estonian employer, and the employer must clear several checks before you can apply. This guide explains how the process works in 2026 and where applicants most often go wrong.
How the system works
Pakistanis normally enter Estonia on the basis of a residence permit for employment, applied for with the Estonian Police and Border Guard Board. The Estonian employer must be registered in Estonia and must first obtain permission from the Estonian Unemployment Insurance Fund (Töötukassa) to recruit a foreign national for that specific position. In practice this means the employer has to show it could not fill the role locally. Without this approval, an application cannot move forward, so any agent who promises a "guaranteed Estonia visa" without a named employer should be treated with suspicion.
Minimum salary in 2026
The general rule is that the employer must pay at least the average gross salary in Estonia. For applications submitted from 5 March 2026 until March 2027, the Police and Border Guard Board lists the monthly minimum as about €2,092 for a full-time (1.0) salary rate, with lower amounts for part-time rates and higher ones for higher rates. This is a clear increase from the previous period, when the full-time figure was about €1,981. The old double-salary requirement no longer applies to new applications. Because the figure is updated each March, always check the current table before signing a contract.
Education, skills and health
You must show that your education, work experience and professional skills match the job. Documents not in English or Estonian may need certified translation. Applicants must also be able to settle in Estonia and register their residence in the Population Register after arrival.
Timeline and next steps
- Find a genuine employer and receive a written job offer.
- The employer obtains Töötukassa permission for the position.
- Prepare attested documents and submit the residence permit application, paying the state fee shown by the authorities.
- Wait for the decision: the Police and Border Guard Board states a response within 90 days, and the residence permit card is issued within about 30 days after that.
- Travel on the visa or permit arrangement confirmed by the Estonian authorities and register your address on arrival.
Plan for several months from job offer to arrival. Extensions after five years may require Estonian language level A2.
