Apostille & MOFA Attestation in Pakistan 2026: Process, Fees and How It Works

If you are taking a Pakistani degree, marriage certificate or other document abroad — for a job, study or family visa — you have probably heard the word “apostille.” Since Pakistan joined the Hague Apostille Convention, the way documents are authenticated for use overseas has changed. Here is what it means for you in 2026.

What is an apostille?

An apostille is a single authentication certificate that confirms a public document is genuine so it can be accepted in another member country — without extra embassy legalisation. Pakistan acceded to the Apostille Convention (in force since 2023), so documents apostilled in Pakistan can be used directly in other member states, and foreign apostilled documents are accepted here without further MOFA attestation.

Apostille vs MOFA attestation

For countries that are members of the convention, an apostille replaces the older chain of attestations. For countries that are not members — including several Gulf states — you still need the traditional route: verification by the relevant authority, MOFA attestation, and then the destination country’s embassy. Always check whether your destination is an apostille member before you start.

How the apostille process works

In Pakistan the apostille is issued by the Ministry of Foreign Affairs (MOFA). The typical steps are:

  1. Get your document verified by the relevant local authority — for example HEC for degrees, or the issuing department for personal and legal documents.
  2. Submit the document to MOFA for attestation.
  3. MOFA applies the apostille stamp, after which the document is ready for use abroad.

Fees by document type

MOFA apostille fees vary by category. As a guide for 2026, a personal document is around Rs 3,000, an educational document around Rs 3,000, a legal document around Rs 4,500, and a commercial document around Rs 12,000. Fees are revised from time to time, so confirm the current amount before you pay. Educational documents usually need HEC attestation first.

A 2026 note: online portal status

MOFA introduced online apostille processing, but as of early 2026 the online appointment portal has been temporarily suspended as a cybersecurity precaution. Until it is fully restored, applicants are advised to contact MOFA directly or use an authorised courier company rather than relying on the online booking system.

Options for overseas Pakistanis

If you are already abroad, you do not have to fly back. You can use an authorised courier service or appoint a close blood relative in Pakistan to submit and collect documents on your behalf. Keeping certified translations ready where required will speed things up.
