Finland Work Visa from Pakistan 2026: New Fees, Salary Rules and the Doha Biometrics Bottleneck

Finland has quietly become one of the more realistic European work destinations for Pakistani applicants — the salary threshold is modest, decisions are fast, and there is real demand in healthcare, construction, logistics, manufacturing and IT. But 2026 brought two changes every applicant should understand first: the fee rose sharply, and the Embassy of Finland in Islamabad has closed.

The Islamabad embassy has closed — this is the biggest issue

The Embassy of Finland in Islamabad closed on 16 June 2026. For residence permit purposes, Pakistani nationals have been assigned to Doha, Qatar, where identity verification is handled at the VFS Global Application Centre. Finland’s missions have stated that no alternative service location is currently available for Pakistani applicants.

This creates a practical problem. Since 31 March 2026, Pakistani nationals must obtain a Qatari visa in advance rather than on arrival, and many applicants have reported long waits on those visa applications — which means they cannot reach Doha to give their fingerprints. If you cannot prove your identity within three months of submitting your application, notify the Finnish Immigration Service through the “Send additional information” function in Enter Finland rather than letting the application lapse.

What salary must your employer offer in 2026?

For a standard residence permit for an employed person (TTOL), your gross salary must be at least EUR 1,600 per month in 2026. Where no collective agreement applies in your sector, or where the role is part-time, the floor is EUR 1,463 per month. Income may come from more than one employment relationship.

If you hold a higher education degree or comparable specialist expertise, the specialist permit requires a gross salary of at least EUR 3,937 per month. Specialists get a fast-track route and may be issued a D visa, letting you travel before the permit card is printed.

Fees and processing times

From 1 January 2026 the online processing fee for a first residence permit for an employed person is EUR 750, up from EUR 590 in 2025. A first permit for studies is EUR 600 online. Paper applications cost more, so apply through Enter Finland. The fee is not refunded if your application is refused or withdrawn.

Processing is quick by European standards. In July 2026, first permits for an employed person ending in a positive decision averaged 17 days from submission; extensions averaged 37 days. For Pakistani applicants the delay is the Doha appointment, not Migri.

The application sequence

  1. Secure a genuine written job offer or employment contract from a Finnish employer, with the salary stated.
  2. Submit your application yourself in the Enter Finland online service and pay the fee online.
  3. Book an identity verification appointment at VFS Global in Doha and arrange the Qatari entry visa you now need.
  4. Attend in person with your passport to give your signature, photograph and fingerprints.
  5. Track the decision in Enter Finland; the residence permit card is delivered to the same place where you submitted.

Documents to prepare in Pakistan first

Prepare your paperwork before you book anything abroad. You will typically need a machine-readable passport valid well beyond the permit period, your employment contract, and educational or trade qualifications. Is Finland the right target for you?

If you already have a Finnish job offer, the low salary threshold and short decision times make Finland attractive. If you do not yet have an offer, the Doha bottleneck makes it a difficult first choice right now, and you may find Sweden, Denmark or Poland more practical. Remember also that the EU’s Entry/Exit System now applies at Schengen borders.

Be cautious of agents promising guaranteed Finnish work visas or selling job offers. Finland requires a real employer and a real contract; a fabricated offer ends in refusal.
