IBCC Attestation 2026: Fees, Portal Steps and Timeline for Matric & Inter Certificates
Almost every Pakistani student who applies to a university abroad hits the same wall at the document stage: the foreign admissions office wants an attested matriculation and intermediate certificate, not a plain photocopy. In Pakistan that attestation comes from the Inter Boards Coordination Commission (IBCC), and it is the step that must happen before the Ministry of Foreign Affairs will apostille or attest anything at school level.
IBCC is the body that verifies certificates issued by the country’s SSC and HSSC boards. Its head office is in Islamabad, with regional offices in Lahore, Karachi, Peshawar, Quetta and Bahawalpur. If you are in Islamabad or Rawalpindi, the G-10/4 head office is the one you will normally deal with.
What IBCC attestation actually covers
IBCC attests secondary (Matric/SSC) and higher secondary (Inter/HSSC) certificates and mark sheets, along with certain diplomas and equivalence certificates. It does not handle university degrees — bachelor’s and master’s documents go through the Higher Education Commission instead, which now runs a largely online system. One point that trips people up: IBCC also issues equivalence certificates for qualifications earned outside Pakistan, such as O-Levels, A-Levels or a foreign high school diploma. Equivalence and attestation are two different services with different forms and fees, so check which one your university or embassy is actually asking for.
Fees and processing in 2026
At the time of writing, IBCC attestation is commonly quoted at around Rs 1,200 per original certificate and roughly Rs 800 per photocopy, with express and courier options priced higher. Standard postal processing typically runs 7–10 working days, while a booked appointment is often completed the same day or the next working day depending on when you submit.
IBCC revises its fee schedule from time to time and rates differ by service mode, so treat these figures as indicative only and confirm the current amount on the portal before you pay.
How to apply through the IBCC portal
- Create an account on the IBCC attestation portal at attest.ibcc.edu.pk and complete your profile.
- Select the service you need — attestation or equivalence — and the level (SSC or HSSC).
- Upload clear scans of your certificates, detailed mark sheets and CNIC or B-Form.
- Choose your service mode: appointment at an office, courier, or express evening service (available in Islamabad and Lahore).
- Pay the fee through 1Bill or a UBL challan and keep the receipt.
- Attend your appointment with the original documents, or dispatch them if you selected courier.
Bring originals. IBCC verifies against board records, and a photocopy alone will not be accepted for attestation of an original certificate.
Where IBCC fits in the wider chain
For most study-abroad and immigration files the order is fixed: IBCC first, then the Ministry of Foreign Affairs, then — if the destination country requires it — that country’s embassy in Islamabad. Students applying for UK or German study visas, or for fully funded scholarships, should start this chain early. Two to three weeks is a realistic buffer once you add MOFA and embassy steps on top of IBCC — longer if a board has to be contacted for verification.
Common reasons IBCC files get delayed
The usual culprits are a name mismatch between the certificate and CNIC, a missing detailed mark sheet, a certificate from a board that has not yet uploaded records for that year, and blurred scans.
