Norway Skilled Worker Visa 2026: New Employer Confirmation Step and Higher Salary Rules

Norway has quietly become one of the more realistic Nordic options for Pakistani professionals — but the route changed twice in 2026. Since 19 February, your Norwegian employer has to confirm the job offer inside the immigration authority’s own system before you are allowed to submit anything. And from 1 May, the minimum salary a skilled worker must be paid went up again. If you are working from an older checklist, your application will stall before it starts.

Who counts as a “skilled worker”

Norway does not run a points system. The skilled worker residence permit (oppholdstillatelse som faglaert) is employer-led: you need a concrete, full-time job offer from a Norwegian employer, and your qualifications must match the job. That means either a completed university or college degree, a completed vocational qualification of at least three years at upper-secondary level, or special qualifications gained through long work experience. A BSc in engineering, a nursing degree, an accredited HVAC or welding trade certificate — all can qualify, provided the job you are offered actually requires it.

The new employer confirmation step

This is the single biggest change of 2026, and the one most Pakistani applicants get caught by. The Norwegian Directorate of Immigration (UDI) introduced a measure aimed at cutting down fraudulent job offers: the employer must first submit a digital confirmation of the offer through UDI’s portal. Only then is a code issued, and only with that code can you file your own application. If an agent tells you to pay first and “the offer letter will come later,” treat that as a warning sign. No confirmation code, no application — there is no workaround.

Salary thresholds from 1 May 2026

Norway sets a floor on what a skilled worker must be paid, and it is adjusted annually. Following the 1 May 2026 adjustment, the published thresholds sit at roughly NOK 599,200 per year for positions at master’s level and NOK 522,600 per year at bachelor’s level. Separately, if the workplace is covered by a collective agreement (tariffavtale), you must be paid at least the collectively agreed rate for that role — which in some sectors is higher than the UDI floor. Verify the exact current figure with UDI or your employer before signing, because these numbers move every year.

Fees, timing and where Pakistanis apply

The application fee for an adult skilled worker permit is NOK 6,300. Standard processing is commonly quoted at around four to eight weeks once a complete application is filed, though complex cases and peak periods run longer. Norway maintains an embassy in Islamabad, but it does not decide visa and residence cases from Pakistan — applications submitted through VFS Global centres in Islamabad, Lahore or Karachi are forwarded to the Royal Norwegian Embassy in Abu Dhabi. What you will normally be asked to produce:

1. A valid machine-readable Pakistani passport with adequate remaining validity.
2. The UDI job offer confirmation code from your employer, plus the signed offer or contract.

4. Experience letters and, where relevant, professional registration for licensed trades.
5. Documentation of accommodation in Norway.
6. Certified English translations of any Urdu-language documents (translation services).

From first permit to permanent residence

Permit length depends on your qualification level: vocational-level appointments are typically granted for one year at a time, while university-level roles are commonly granted for up to three years. The skilled worker route counts towards permanent residence, which is generally reachable after three years of continuous residence on qualifying permits — subject to language and civics requirements and a clean record. That combination of a genuine settlement path and a regulated labour market is why Norway is worth a look next to Sweden and Denmark.

This route rewards a real, verifiable employer and clean paperwork.
