Fulbright Scholarship for Pakistanis: 2027 Program Rules and How to Prepare for the Next Cycle

The Fulbright Program is the best-known US government scholarship for Pakistani graduates, funding Master’s and PhD study at American universities. Selection for the 2027 program year has already run its course, so the practical question for most readers in October 2026 is how to prepare a strong file for the next cycle. Here is what the United States Educational Foundation in Pakistan (USEFP) has published about the program.

Who can apply

USEFP states that applicants from all disciplines are welcome except clinical medicine, with particular encouragement for sciences, technology and AI, trade and economics, and natural resource management. Applicants must be Pakistani citizens living in Pakistan throughout the process. For a Master’s you need a four-year Bachelor’s degree (or a Bachelor’s plus Master’s), while a PhD requires a Master’s, M.Phil or comparable degree with at least 18 years of formal education.

USEFP lists several exclusions, including dual US/Pakistan nationals, people with US citizen or permanent-resident family members, previous Fulbright awardees, and students currently studying in the US. Candidates must also commit to returning to Pakistan after their studies.

What the award covers

According to USEFP, the award covers tuition, required textbooks, airfare, a living stipend and health insurance. It is competitive and merit-based, and candidates who show a clear plan to contribute to Pakistan’s development are given priority.

Tests and documents

USEFP lists the GRE General Test as a requirement, with a minimum of 145 in each section and higher expectations on the section most relevant to your field. TOEFL is required for shortlisted candidates. Plan the tests early, because score reports take time and seats at test centres fill quickly.

Prepare your transcripts, degree certificates, recommendation letters, a focused study objective and a personal statement. Deadline and timeline pattern

For the 2027 program, USEFP set an application deadline of April 1, 2026, with applications submitted online through its portal. Reviews continued until August and results were announced in mid-September. Placement at universities then continues into the following spring, visa interviews take place from June to August, and departures begin from July. If the next cycle follows the same pattern, applications should open early in the year, so use the coming months to take the GRE and gather documents.

Service obligations

PhD awardees sign an HEC bond requiring them to return and serve in Pakistan for a period equal to the scholarship, with a minimum of two years. Master’s recipients sign a USEFP contract with similar service obligations. Read these terms carefully before applying.
