Protector Registration (BEOE) 2026: e-Protector, Fees & OEC for Pakistani Workers

You have the job offer, the work visa is stamped in your passport, the ticket is booked — and then someone at the airport asks for your protector. Under the Emigration Ordinance 1979, every Pakistani leaving the country on a work visa must first be registered as an emigrant with the Bureau of Emigration & Overseas Employment (BEOE). Without it, FIA immigration can stop you from boarding. Here is how the process works in 2026 — now largely online.

What protector registration actually is

“Protection” means the Protectorate of Emigrants countersigns your Foreign Service Agreement — the employment contract between you and your foreign employer — and registers you as a legal emigrant. You then receive an Overseas Employment Certificate (OEC), which the FIA officer checks at the airport counter before you fly. It applies whether you found the job yourself (a “direct emigrant”) or through a licensed Overseas Employment Promoter (OEP).

The 2026 fee: about Rs 9,200 for direct emigrants

For direct emigrants the total government cost is roughly Rs 9,200: Rs 4,000 for the OPF Welfare Fund (which makes you a member of the Overseas Pakistanis Foundation), Rs 2,500 State Life insurance premium (covering your life for Rs 1,000,000 for five years), Rs 2,500 registration fee and Rs 200 for the OEC. In July 2026 BEOE and National Bank of Pakistan launched a QR-based cashless payment system, so fees can now be paid digitally instead of queueing for a bank challan.

Documents you need

Keep these ready before you apply: your passport with the valid work visa, your original CNIC, the employment contract or Foreign Service Agreement signed by your employer, and — for Gulf countries — your GAMCA medical fitness report. If your degree or certificates are part of the job requirement, get attestation done first; many Gulf employers also ask for MOFA attestation or apostille.

How to apply online through e-Protector

1. Create an account on the BEOE e-Protector portal (beoe.gov.pk) from any phone or computer.
2. Fill in your personal, passport and visa details and upload scans of your documents.
3. Pay the fees digitally through the NBP QR/cashless system.
4. BEOE verifies your file and issues your protector clearance and OEC — no office visit needed in most direct-employment cases.
5. Carry the OEC (printed or digital) and show it at the FIA immigration counter when you fly.
