Singapore Work Visa 2026: Employment Pass, S Pass and Work Permit Guide for Pakistanis

Singapore rarely appears on the shortlist when Pakistanis plan a move abroad, yet it runs one of Asia’s most transparent work-visa systems: clear salary floors, a published points test, and decisions usually in weeks rather than months. There is no lottery and no agent quota. The catch is that everything depends on a Singapore employer applying for you β€” you cannot apply on your own. Here is how the three main passes work in 2026.

The three passes, and which one fits you

The Employment Pass (EP) is for professionals, managers and executives with a degree and a graded salary. The S Pass covers mid-skilled technical staff. The Work Permit covers construction, marine, process, manufacturing and domestic work, and is the route most Pakistani blue-collar workers actually travel on. All three are employer-sponsored and filed with the Ministry of Manpower (MOM).

Salary thresholds in 2026

The EP qualifying salary starts at about S$5,600 a month for most sectors and S$6,200 for financial services for the youngest applicants, and rises on a sliding scale with age β€” reaching roughly S$10,700 and S$11,800 respectively at age 45 and above. The S Pass floor sits at about S$3,300 a month in most sectors and S$3,800 in financial services, also age-graded. These are minimums to be considered, not typical offers; in practice employers must pay the market rate for the role.

COMPASS: the points test EP applicants must pass

Most EP applications now also have to clear COMPASS, a points framework scored out of individual criteria including salary against sector benchmarks, qualifications, how much nationality diversity the employer has, and support for local employment. You need 40 points to pass. One point matters specifically to Pakistani applicants: the diversity criterion scores zero if the hiring company already has a heavy concentration of your nationality β€” so a firm that employs many Pakistanis may find it harder, not easier, to add another.

What you will need to prepare

  1. A genuine job offer from a Singapore-registered employer who will file the application.
  2. Passport valid well beyond your intended start date.
  3. Degree and transcripts β€” Singapore employers commonly ask for third-party verification, so HEC attestation and certified translations should be ready in advance.
  4. Detailed CV with verifiable employment dates and reference contacts.
  5. A police character certificate where the employer or sector requires one.
  6. For Work Permit categories, protector registration with the Bureau of Emigration before you depart Pakistan.

Timelines and costs

MOM normally decides EP and S Pass applications within a few weeks of a complete filing, and the employer pays the government pass fees and, for S Pass and Work Permit holders, a monthly levy. Employers also arrange medical screening and insurance. Be wary of any agent in Pakistan asking you for a large payment to β€œsecure” a Singapore pass β€” the application is the employer’s to make, and no consultant can buy you a decision.

Is it realistic from Pakistan?
