Serbia Work Visa for Pakistanis 2026: Unified Permit, Fees and Process

Serbia has become one of the more realistic European work destinations for Pakistani job seekers, largely because it sits outside the Schengen area and runs its own labour-migration system. Since the Law on Foreigners and the Law on Employment of Foreigners were harmonised, the country issues a unified permit (jedinstvena dozvola) that merges temporary residence and work authorisation into one biometric card. Here is how the 2026 process actually works for applicants from Pakistan.

What the unified permit is

Before the reform, a worker needed a separate residence approval and a separate work permit. The unified permit replaces both. It is applied for entirely online through the government's Foreigners Portal on the Welcome to Serbia system, and it can be granted for up to three years depending on the employment contract. Renewals are also filed through the same portal.

The employer does the first step

Serbia is an employer-led route. You cannot lodge a unified permit application on your own without a Serbian company behind you. The sequence is normally:

1. A Serbian employer offers you a job and signs an employment contract or pre-contract.
2. The employer files a labour market test with the National Employment Service (NES), showing no suitable local candidate was found. This is generally done within roughly 60 days before the permit application.
3. The unified permit application is submitted electronically on the Foreigners Portal, with your passport, photo, contract and qualification documents uploaded.
4. The Ministry of Interior and NES review the file; a decision on a complete application is typically issued in around 15 days.
5. Once approved, you attend for biometrics and collect the permit card in Serbia.

Fees and realistic timelines

Serbian government fees for the unified permit are modest by European standards — a small submission charge plus an approval fee in the region of RSD 22,000–23,000 (roughly PKR 60,000–65,000 at mid-2026 rates, before bank charges). Separate from that, the entry D visa carries its own consular fee. In practice, from job offer to holding the card, most applicants should plan for four to eight weeks, and longer if documents need attestation or translation. Fee amounts and exchange rates change often — always confirm the current figure on the official portal before paying anything.

The entry visa: the part Pakistanis often miss

Serbia does not maintain a resident visa-issuing embassy in Islamabad. Pakistani nationals normally lodge the long-stay D visa application at a Serbian mission covering Pakistan — commonly Abu Dhabi, Ankara or Beijing — by prior email appointment, and missions usually ask for applications several weeks before the intended travel date. Budget for the cost and time of that trip; it is the single biggest scheduling surprise in this route. Anyone promising a Serbia work visa "issued in Islamabad in days" should be treated with caution.

Documents to prepare in Pakistan

Expect to produce a passport valid well beyond the permit period, educational and experience certificates, a police character certificate, medical insurance and proof of accommodation. Common reasons applications fail

The frequent problems are an employer who never completed the labour market test, a contract that does not match the declared job title, unattested or poorly translated degrees, and agents charging large "job placement" sums for offers that do not exist. Verify that the company is registered in Serbia and that your contract names a real salary and position before paying anyone.
