Portugal Job Seeker Visa 2026: Tougher Rules, Still Open to Qualified Pakistanis
Portugal's Job Seeker visa remains one of very few legal routes that lets you enter Europe without a job offer and search for work on the ground — and Pakistanis have used it heavily, making up roughly 9% of holders in 2025. But Portugal's immigration overhaul has changed the rules: the route is now restricted to qualified professionals, and the wider residency picture has tightened too.
Who qualifies in 2026
Under the revised rules, applicants are expected to hold a recognised degree or equivalent higher qualification, or demonstrate substantial professional experience (commonly cited as five or more years) in a skilled field — ideally one on Portugal's shortage lists. You must also show funds of roughly €3,280 (three times Portugal's monthly minimum wage), accommodation details, a clean police record and travel insurance. The days of applying with no qualifications are over.
How the visa works
- Apply through the Portuguese consulate/VFS in Pakistan with your qualification documents, funds proof and police certificate.
- Standard processing is around 60 days once your file is complete.
- The visa is issued for 120 days (single entry), extendable by 60 more — a maximum of 180 days to find work.
- After arrival, register with the IEFP (Portuguese employment centre) to show you are actively job-hunting.
- Sign a contract, then apply for a residence permit (fee around €170 on top of the ~€80 visa fee).
The encouraging news: most job-seeker holders do find work — 2025 data suggests around 84% signed contracts within the visa period, on average about ten weeks after arrival. Hospitality, agriculture, logistics, construction and IT absorb most newcomers, and arriving with a Europass-format CV, reference letters and at least basic English or Portuguese noticeably shortens the search.
The bigger picture has changed
Portugal is no longer the "fast citizenship" story agents still advertise. Naturalisation now generally requires ten years of lawful residence for Pakistanis (up from five), family reunification requires two years of residence with housing and integration proof, and permanent residency requires A2-level Portuguese. Portugal is still a genuine opportunity — but go with accurate expectations, a strong CV, and properly attested degrees with certified translations.
